The present paper analyses the sources of international and intergovernmental legal norms that provide general principles and methods of crime prevention and crime control. The Republic of Belarus is guided by these international principles when formulating its domestic legal, criminological, criminal, law enforcement, and foreign policy. The article reveals the peculiarity of the legal system of Belarus which is aimed at compliance with international treaties and legal norms. There is no obligation to implement these norms in the national legal system, even if they are imperative and descriptive. This demonstrates the aspiration of the Republic of Belarus, besides the processes of unification and harmonization, to implement a sovereign policy in this sphere of public relations.
