In the article, the author outlined the history of the activities of the Secret Court during the Khorezm Khanate (16th - early 20th century) and expressed his opinion. Prime Minister Mehtar, Kushbegi and Devanbegi also headed the law enforcement and state security services of the khanate. These services have their own extensive network. In addition to border and customs operations, they may also include secret services such as intelligence and counterintelligence. Academician M. Yuldoshev and as we see from the information provided by travelers and ambassadors such as H. Vamberi, Rizakuli Khan Hidayat, these secret services were well developed in the Khorezm Khanate. Several letters kept in the archives of the Khorezm khans serve to clarify this issue.
