In this article, the activities of the divisions of Russian empire banks opened in the Turkestan region, types of credits, small credit companies, regulations for borrowing, the local population’s attitude towards banks, factors contributing to their distrust, legal foundations of Russian traders, banks participation in international trade, measures to develop small farming enterprises involved in cotton trade, monitoring of income for farmers, artisans, and producers, increase in the number of unemployed, promotion of newly formed traders in commerce based on archival documents of trade expansion and research materials presented.
