In the article, the history of Namangan Oblast's reforms of state ownership of light and food industries during the Soviet rule in the 1920s, mergers into artels, syndicates, and liquidation of enterprises based on small manufacturing is presented. Technical deficiencies in production activities in the light and food industry, problems and issues related to the implementation of the established five-year plans are highlighted. Issues such as the use of workers' salaries to compensate for technical errors in light and food industry enterprises and the introduction of fines for low income are described.
