This article analyzes the attention paid to the institution of mahalla during the years of independence, its formation and development. The development stages of the makhalla institution are presented on a chronological basis. It also examines each edition of the Law on Civil Self-Government. In addition, the reform of the mahalla institute in recent years, including changes in the electoral legislation of the mahalla chairman, reveals its essence.
