This article analyzes the socio-political processes which is occured in the history of Uzbekistan in the early 50's of the XX century, the activities of the first political leader of Uzbekistan, particularly, Amin Irmatovich Niyazov. The scientific researcher provided information on the specific features of public administration in the 50's, the requirements for national leadership members.
