In this article, the analysis of guarantees provided by the state to ensure human rights focuses on mechanisms that ensure the protection of fundamental rights and freedoms of citizens. This topic considers legal and institutional guarantees aimed at preventing human rights violations and creating conditions for their full implementation. In particular, the adoption of laws that strengthen the rights and freedoms of citizens, such as the Constitution and international treaties, and compliance with them include legislative guarantees. At the same time, a separate focus is placed on a number of international guarantees, including judicial and law enforcement agencies, social programs established by the state. Thus, this article discusses international and national practice in creating a legislative framework for human rights guarantees, protecting rights in judicial and administrative cases, as well as ensuring obligations to the international community.
