The article suggests that the lack of state registration for construction projects contributes to the rise in illegal buildings. Control within the construction sector is described as a check on the activities of business entities, while the limited powers of regulatory bodies are identified as a challenge. The article concludes that legislative amendments are needed to clarify that state oversight conducted by the competent inspectorate, focusing on compliance with permitting documents and urban planning standards for construction projects, should not be regarded as a review of the business activities of economic entities and should proceed without registration in the “Uniform State Control” information system.
