This article illustrates the analysis based on the experience of foreign countries, including their various approaches of the concept on state administrative bodies, views of scientists, also some misunderstandings occuring in practice, the similarities and differences between state administrative bodies other state bodies, as well as methods, functions, management tasks, issues decentralization of state administration.
