This article analyzes the necessity of criminal liability for violation of budget and estimate-staff discipline, its limits of criminalization and decriminalization. The issue of criminal law analysis, prevention and further criminalization, and protection from decriminalization of crimes committed in the budget sphere was thoroughly discussed, in the context of the adoption of new Codes on criminal, criminal procedure, criminal-executive and administrative responsibility in the coming years.
