This article examines contemporary theoretical, legal, and international legal aspects of corruption risks in the field of the protection and promotion of human rights. The relevance of the study is determined by the fact that corruption is currently regarded by the international community not only as a criminal-law and socio-economic phenomenon but also as one of the most serious threats to the realization of fundamental human rights and freedoms, the rule of law, democratic governance, and the principles of a legal state. Corruption has a destructive impact on the functioning of public institutions, impedes citizens’ access to justice, social services, healthcare, and education, and contributes to growing social inequality and declining public trust in state authorities. The article aims to provide a comprehensive analysis of the nature of corruption risks in the field of human rights, identify their main characteristics and contributing factors, and examine international legal mechanisms and preventive measures aimed at strengthening guarantees for the protection of human rights and freedoms. The study explores doctrinal approaches to defining corruption risks, their relationship with human rights violations, and the specific features of developing international anti-corruption standards. Particular attention is devoted to the analysis of international legal anti-corruption mechanisms, as well as universal and regional international instruments. The findings demonstrate that contemporary international practice is characterized by a gradual shift from a predominantly punitive approach to an increasingly preventive model of anti–corruption policy focused on preventing corruption-related offenses and minimizing corruption risks.
