In this thesis were sought the constitutional and legislative basis for ensuring equal rights and opportunities for women and men. Education is emphasized as a tool for employment and the employment of the population. The studied area is provided with information about the state policy. Rule-making activities are the primary means by which state policy is formed, as noted by the author. In this regard, such norm-setting tools as gender-legal and scientific expertise are important in the formation of a gender-sensitive approach in public policy.
