This article aims to research the organizational, institutional and regulatory basis of the civil service management system of the Republic of Uzbekistan. The functions of relevant government bodies and institutions, particularly, the President, Parliament, Government, the Public Service Development Agency of the Republic of Uzbekistan, have been researched on the basis of normative legal acts and scientific-theoretical sources. Based on the study, some conclusions were drawn on the powers of public authorities and institutions to manage the civil service. A number of proposals and recommendations have been developed to improve the civil service management system of the Republic of Uzbekistan. In particular, the adoption of the sectoral law regulating the civil service, the Regulation on open recruitment to the civil service, the need to hold open competitions for vacancies in the civil service in all government agencies.
