В статье проанализированы основные факторы, влияющие на формирование и развитие «теневой экономики». Основное внимание в ней уделяется организационным и правовым аспектам сокращения и ликвидации «теневой экономики». В частности, определен большой объём наличных денежных расчетов в финансовых операциях, отсутствие прямой уголовной ответственности за экономические действия в национальном законодательстве. Приводятся эффективные способы борьбы с «теневой экономикой», предлагающие повысить эффективность финансовых санкций и других правовых мер по борьбе с теневой экономикой с учетом широкого использования механизмов общественного контроля.
