This scientific article explores the importance of safety culture in the atomic energy industry and its relationship with the socio-legal context of development. Attention is paid to world practice in the development of the nuclear industry, as well as the role of the IAEA in ensuring nuclear safety. The article defines key concepts such as safety culture, social context and legal norms, and examines tools for developing a safety culture, including educational programs, public engagement and collaboration across sectors.
