This article is devoted to the analysis of the competence-based approach and the development of a competence model for young administrative level state civil servants. The article examines the category of young administrative civil servants as a separate group of leaders with their own social and psychological characteristics; describes the specifics of their work in the public sector. In addition, the author considers the emergence and basic concepts of the competence-based approach, its components, as well as the main methods of developing competencies. Then, the results of the conducted scientific and practical study are presented in the form of a description of the Competence Model. The model of competencies for young leaders, developed by author, includes 9 competencies, each of which has five levels of severity, according to which each employee or candidate can be assessed for the degree of compliance for a managerial position.
