The article reveals the conditions and factors of increasing "youth", "youth activism", the role of youth in the development of society, democracy and spiritual factors, an important factor in the spiritual growth of youth. A structural analysis of the dependence of increasing youth activity on the spiritual factors in the democratization of state and public administration in Uzbekistan has been made. Democratic changes in the consciousness and thinking, worldview, spiritual potential of young people and their peculiarities have been described. The importance of youth as a strategic resource in the development of democratic society, in building a democratic state based on the rule of law and civil society in Uzbekistan has been emphasized. The article presents factors that have a negative impact on the activity of young people, the ideological aspects of its prevention, increasing their ideological immunity and ideological struggle are based on a more active participation of young people in the management of the state and society, an important condition for strengthening citizenship, the relevant conclusions, proposals and recommendations are provided.
