This article discusses the issues of universality in proverbial phraseological units. It analyzes the formation of proverbial phraseological units of a national and cultural nature under the influence of extralinguistic factors. However, etymological analysis plays an important role in their interpretation. Also, within the framework of the studied languages, proverbial phraseological units had universal and national-cultural content, reflected similarities and differences in the worldview of peoples. The way of life, the level of mental development, the mentality and the historical development of peoples with different cultures are associated with national and cultural identity. Despite the universal nature of humanity's thinking, the existing national cultural environment is uniquely assimilated by linguistic means. Most of the proverbial phraseological units available in the language relate to national and cultural characteristics, preserving in the collective memory the intertextual connection of phraseological units with the cultural code. The reformulation of onomastic units in proverbial phraseology serves as an important tool in the intergenerational transmission of cultural traces and ensuring the universality and uniqueness of these proverbs. The provebila proverbs involved in the analysis are divided into groups associated with traditional names, folk legends, customs, names of historical figures, characters in fiction. The signs of universality in proverbial phraseological units are distinguished by the proximity of images and the diversity of their structure.
