This article examines the impact of human capital on economic growth in the context of the digital economy, the current state of digital transformation processes in Uzbekistan, and issues related to the development of human capital. The study employs the methodology of the resource-based view and the dynamic capabilities theory. The findings indicate that public investment in human capital is a key factor in ensuring the growth of the digital economy. An analysis based on the case of Uzbekistan shows that by the end of 2023, the number of internet users had reached 30 million, while improving digital literacy, training skilled personnel, and developing digital infrastructure are becoming priority areas of public policy.
