This study examines the legal framework governing responsibility for violations of the conditions and procedures for attracting and employing foreign citizens in Uzbekistan and selected comparative jurisdictions. As Uzbekistan accelerates economic reforms and integrates into global labor markets, the proper regulation of foreign labor attraction and employment has become a pressing legal and policy concern. The study employs a qualitative doctrinal analysis of Uzbek national legislation, international labor conventions, and comparative regulatory frameworks. Findings reveal significant gaps in enforcement mechanisms, unclear liability allocation among employers, recruitment agencies, and state bodies, and limited harmonization with international standards. The research identifies emerging regulatory countermeasures and proposes recommendations for strengthening administrative and criminal liability frameworks. The study concludes that comprehensive legal reform, enhanced inter-agency coordination, and alignment with ILO standards are essential for effective governance of foreign labor employment
