This article is devoted to the study of the fundamentals of the cybersecurity system and the principles of digital culture. It provides a scientific analysis of its essence, content, and distinctive characteristics. The article also demonstrates that ensuring cybersecurity depends not only on technical measures but also on the human factor, adherence to cyber hygiene practices, and the level of legal culture within society. Furthermore, special attention is paid to the regulatory and legal framework of the Republic of Uzbekistan, national legislation, and, in particular, the strategic programs adopted in recent years
