This article examines the colonial policy pursued by the Russian Empire in Turkestan from the second half of the nineteenth century to the first decade of the twentieth century, particularly its policy regarding land and water relations in the region. It highlights the activities of the inspection commission conducted in Turkestan under the leadership of Count K.K. Palen, a member of the Senate of the Russian Empire, which was tasked with studying and generalizing the condition of land and water relations in the region, based on the materials of this commission.
