The article examines the political and ideological activity of the East Slavic diaspora in the Turkestan ASSR between 1918 and 1924. Based on archival materials and demographic statistics, the study analyzes the diaspora’s role within the Soviet administrative system, its dominance in ideological institutions, interactions with local elites, and involvement during the NEP period. Special attention is paid to the hierarchical dynamics between diaspora elites and indigenous social groups. The paper aims to present the East Slavic diaspora as a critical actor in the shaping of Soviet Turkestan’s political landscape within a broader historiographical context.
