The article is devoted to the analysis of the researches of foreign and domestic scientists, in which the Internet and the right to use the Internet are covered, in particular, the terms "Internet" and "the right to use the Internet" are analyzed. The article reveals the international and local legal system related to the right to use the Internet. Based on theoretical data, possible directions of further development of "Internet" and "Internet access" were determined.
