This article analyzes the content of the taxonomy of educational goals developed bythe American psychologist and educator Binyamin Blum, its stages in the cognitive sphere and its role inthe formation of Reading Literacy in elementary grades. On the basis of such steps of taxonomy as“knowledge”, “understanding”, “application”, “analysis”, “synthesis” and “evaluation”,methodological approaches to planning and content enrichment of the course process are highlighted. Thearticle also describes Blum taxonomy as an effective tool in the gradual development of reader thinking,the formation of critical and creative thinking skills.
