Уалиев Нургельды Макажанулы, родился 1 июля 1945 г. в Алматинской области Республики Казахстан. Лингвист широкого и глубокого диапазона, с классической образованностью и новаторской жилкой мышления, исследующий и интуитивно чувствующий настоящее и будущее науки о языке, поэтому гармонично сочетающий в своих трудах традиционные научные лингвистические воззрения с особенностями новых направлений.
