Conducting research on the constitutional and legal regulation of citizenship is considered a requirement of our time. The reason is that, although various scientific works have been carried out by scientists of this institute, in the era of modern globalization, the research of the civil institute in scientific and theoretical terms is considered relevant. In addition, in the post-pandemic conditions, the legal regulation of the state's obligations to citizens is of paramount importance. At the present time, ensuring fundamental and universally recognized rights through constitutional and legal regulation of a civil institution is important for achieving the rule of law. In addition, it is extremely important to explore social relations in a new perspective in connection with the decision of the state to protect the rights and interests of its citizens even outside its territory.
