This article considers the impact of the mode of track repair "windows" and the procedure for estimating the magnitude of operating cost losses, taking into account the various components on a road scale. It is proposed to group the causes of violations of the scheduled mode of "windows" to organize the passage of train traffic, taking into account the period and degree of violation of the mode. In this case, it is provided to determine the additional cost of time for the passage of trains on the basis of data from the schedule of executed traffic according to the results of operational changes in the organization of passage of freight, passenger and commuter trains. The issues of constructing a methodology for calculating additional operating costs when a planned "window" is canceled or cancelled more than a day in advance are considered. The additional operating costs are associated with the labor costs of the administrative and managerial staff involved in the preparation and implementation of "windows" for repair and construction and installation work. The order of granting and use of "windows" for repair and construction-assembly works, consideration by operative group and coordination at the conference call is given. Calculation of time costs of administrative and managerial staff for the preparation of the "window" are provided taking into account the time costs of the relevant subdivisions.
