The article deals with the development of a universal measuring instrument by software and schematic methods. The development of a measuring device that has many functions and simultaneously performs different tasks, reducing the precious time of specialists, allowing continuity of research, energy saving in use, efficiency in solving, ready-made calculus results and other useful actions is an urgent task. Therefore, this device allows to measure the units of measurement and pinout of active and passive radio-electronic elements, measure the direct current voltage, the frequency of conventional signals and pulse-width modulation signals, the supply of generated pulse signals, and also determine non-contact about the state of railway auto-blocking sections, namely code signals of automatic locomotive signaling (ALS) of the railway track. Such universal devices are used in specialized branches of technology that require testing and finding inactive components of elements and devices.
