The article analyzes institutional, participatory, and digital approaches to building a democratic state governed by the rule of lawand civil society. Through conceptual, systemic, and comparative analysis, it is substantiated that the democratic outcomes oftechnological modernization depend on effective legal safeguards and meaningful civic participation. The reasoned nature ofdecision-making, feedback on citizens’ proposals, and equal access to public services are proposed as key evaluation criteria.
