The article compares the level of financial inclusion in Uzbekistan using demand-side data (the World Bank Global Findex survey) and supply-side data (the Central Bank’s National Financial Inclusion Index). Based on the 26.3 percentage-point gap between the two sources, a “passive inclusion coefficient” is proposed to capture the share of adults who formally hold an account but do not identify themselves as users of financial services. The coefficient is estimated at 0.31, corresponding to approximately 6.9 million adults. A procedure for calculating the coefficient at the level of a commercial bank’s customer base and recommendations for reducing it are developed
