This article comprehensively covers the theoretical foundations, practical mechanisms, and legal aspects of the policy of building a democratic, legal, and secular state in the Republic of Uzbekistan. President Shavkat Mirziyoyev's speech at the 80th session of the UN General Assembly will be analyzed and considered in accordance with the norms of national legislation. Scientific opinions on the relevance, problems, and prospects of the topic are also put forward.
