В статье исследуются историко-правовые этапы становления социального государства в странах Европы и их доктринальное значение для современного Узбекистана. На основе системно-структурного и сравнительно-правового анализа трудов европейских авторов, а также современного отечественного опыта раскрывается эволюция нормативного закрепления социальных прав человека – от ранних полицейских актов Нового времени до современных постиндустриальных моделей социального государства. Автор определяет специфику бисмарковской и бевериджской моделей социальной защиты, классифицирует современные режимы благосостояния и анализирует нормативно-правовые трансформации институтов социальной защиты в условиях глобализации. Сформулированы научно обоснованные выводы о необходимости сохранения правовых гарантий социальной стабильности в контексте конституционных реформ в Республике Узбекистан.
