Идея "национальных интересов" на ротяжении долгого периода исследования международных отношений остается базовым принципом политики. Современные международные отношения берут свое начало с периода Тридцатилетней войны и подписания Вестфальского мира, выдвинув на международную авансцену феномен суверенных государств Европы, которые исходили из Raison D’Etat или «государственной разумности». Именно тогда впервые появилось словосочетание "национальные интересы". Исторически сложилось так, что американская внешнеполитическая практика проводила две отдельные линии с точки зрения знаний и отношения к национальным интересам, а также два различных подхода к основным вызовам международной политики. Большинство серьезных исследований по внешней политике, проводимых американскими специалистами, начинаются с рассмотрения именно этих двух подходов, анализируемых в предлагаемом исследовании.
