The article analyzes the forms, features and innovative methods of financing the costs of higher education institutions in foreign countries. By the level of development and indicators of income, the main features of financing the costs of higher education institutions in countries with high, middle and low incomes are analyzed. Based on the results of the analysis, general conclusions and suggestions are made.
