Обоснована необходимость комплексной оценки институциональных условий, определяющихразвитие человеческого капитала и его эффективное функционирование в экономической системе. Предложенаметодика расчёта Индекса институциональной среды формирования и эффективного функционированиячеловеческого капитала, позволяющая комплексно оценивать качество институциональной среды.Представленный подход обеспечивает выявление межсекторных диспропорций, включая несоответствие междурасширением охвата образованием и возможностями продуктивной занятости, низкую отдачу социальныхинвестиций, сохранение неформальной занятости, а также неполное использование трудового потенциала женщини молодёжи.
