DEVELOPMENT OF A FUNCTIONAL MODEL AND USE SCENARIOS FOR DIGITALIZATION OF SCIENTIFIC EXPERTISE AND CONTROL PROCESSES

The paper describes the process of developing the use cases for the functional model of the “Scientific Expertise and Control” module within the digitalisation of scientific attestation processes. The module is intended to organise the competitive expert review of dissertations approved by scientific councils, covering the assignment of experts, delivery of review materials, formation of expert conclusions, monitoring and control activities, and formalisation of review results. Six use cases have been identified; for each of them the trigger condition, primary actor, execution sequence, input and output data have been formalised. Information flows between the use cases are analysed and an integral technological chain of the expert review is substantiated. It is shown that logging every action in the audit trail and verifying electronic documents through QR codes ensure process traceability, document integrity and legal significance. The proposed model can be directly used as a basis for the technical specification, software design and test scenarios of the module.
