В статье рассматривается роль парламентской дипломатии в обеспечении устойчивого и справедливого сотрудничества стран Центральной Азии в сфере водных и энергетических ресурсов. Анализ показывает, что несмотря на усиливающееся участие парламентов региона, сохраняется ряд серьёзных проблем — отсутствие единого механизма парламентского мониторинга, асимметрия интересов верховьев и низовьев, климатические вызовы и институциональные различия. На основе международного опыта предложены направления развития парламентской дипломатии, включая создание постоянной региональной платформы, цифровизацию межпарламентского взаимодействия и формирование «Дорожной карты до 2030 года». Сделан вывод о том, что парламенты могут стать ключевыми субъектами в обеспечении региональной безопасности и устойчивого развития.
