This article examines the improvement of the organizational and economic mechanism forregulating non-standard forms of employment in small business development. The study substantiates theneed for legal, economic, institutional, and social regulation of platform-based, remote, seasonal, temporary,and self-employment forms in the context of Uzbekistan. Based on statistical data for 2019–2024, regulatorydocuments, international experience, and survey results among small business entities, the main weaknessesof the current regulatory mechanism are identified. As a result, a six-component organizational and economicmodel is proposed, covering the legal framework, digital registration, tax regulation, social protection, skillsdevelopment, and monitoring.
