The effective functioning of public procurement is becoming a prerequisite for economic growth and effective public investment. The strategic use of public procurement helps governments to stimulate innovation. The analysis showed that the existing barriers to cross-border trading in the EU and the EurAsEC countries are identical. At the same time, the rapid development of information technology raises the issue of barrier-free cross-border electronic commerce for participants in public procurement, in particular, the availability of public procurement to organizations and enterprises of other countries. To solve the problems identified in the course of research, many have proposed a unified platform for the development and implementation of mechanisms for the implementation of cross-border trading, which allows using the best innovative technologies and the potential of foreign companies.The mechanisms for the participation of foreign companies in public procurement should be formed on the following principles: the principle of systematic planning and control of public procurement with the participation of foreign companies; the principle of search, selection, attraction and adaptation of foreign companies before and after the auction; the principle of creating comfortable financial conditions for participation; the principle of the complexity of the organization and management of financial flows.
