In this article, the content essence of the concept of public safety, the methodological bases have been studied. The scientific researches of scientists, legal literature and legislation, in particular, the definition of the concept of public safety in the legislation of foreign countries have been analyzed. Based on the analysis carried out, the definition to the concept of public safety was put forward.
