This article analyzes the importance of building the foundations of the third Renaissance at a new stage in the development of Uzbekistan, the role of human capital development in the transition to an economy based on innovation and knowledge. The studies of foreign scientists, the experience of developed countries and the formation of a “knowledge society” are considered.
