This article provides a comparative analysis of the theoretical views of foreign scientists on the concept of lawmaking, the role of the Cabinet of Ministers of the Republic of Uzbekistan in lawmaking, the role of government decisions in the system of normative legal acts, the main features and scope of lawmaking. Decisions of the Cabinet of Ministers. The author explored both theoretical and legal aspects of the main features of decisions that are the product of the law-making activities of the state, and presented the relevant scientific conclusions.
