This article examines the effectiveness of the reforms carried out in the country, the interests of all segments of the population in the process of economic development, including the low-income. In particular, measures to reduce poverty, international experience in poverty reduction. And also, the first official announcement of the concept of the phrase - poverty, the minimum consumer basket, the subsistence minimum and minimum consumer expenses and methods of their calculation. The essence of the data reform is also revealed, such as changes in the social security of low-income people after the announcement of minimum consumer spending, the study of the total income of the population in decile groups, the level of poverty in the countries of the world.
