In this article, the personnel policy of the Soviets in Uzbekistan in the 20s and 30s of the 20th century, its problems and issues to be resolved, the opening and establishment of the first national personnel training universities in Uzbekistan, the establishment of scientific knowledge in the country and its initial results are analyzed based on various sources. Also, the development of various fields in the Republic and the training of the necessary personnel for them, including the training of agronomists, engineers, doctors, teachers, economists, accountants, mining engineers, mechanics, the opening of institutes and departments specialized in these fields under them, the first steps in the development of cotton farming, The repression of scholars has been revealed.
