This article analyzes the issues of assessing and improving the quality of housing and communal services provided to the population based on a comprehensive approach. The study examines the dynamics of service quality in key areas of housing and communal services, including electricity supply, drinking water supply, gas supply, heat supply, and waste management, using statistical data for the period 2020–2024. Through technical-economic, institutional, and digital monitoring methods, indicators such as service continuity, coverage level, emergency incidents, and public complaints are analyzed. In addition, organizational-managerial, technological-innovative, economic-financial, and regulatory-legal methods of improvement are systematized. The research results demonstrate that the implementation of digital technologies, strengthening energy efficiency, ensuring management transparency, and stimulating investment activity play a crucial role in improving the quality of housing and communal services. These conclusions have practical significance for achieving regional development goals, enhancing social welfare, and ensuring sustainable development.
