The article analyzes the role of non-governmental organizations and other institutions of civil society in the process of modernization of society.The philosophical essence of the concepts of "civil society", "modernization" is revealed. Special attention is paid to the factors of increasing the social and political activity of citizens in the process of modernization. Focusing on the role of civil institutions in achieving this goal, the author emphasizes that this is one of the most pressing problems of our time, as well as an expression of the most important directions of the Strategy of Action.
