Мақолада ҳуқуқий давлатни барпо этишда ҳуқуқий маданиятни юксалтириш ҳар бир шахснинг ҳуқуқий саводхон бўлишини талаб этиши, шахснинг норматив-ҳуқуқий ҳужжатлар тўғрисида ҳуқуқий саводхон бўлиши, ҳуқуқий онгни шакллантириши, норматив-ҳуқуқий ҳужжатларга оид ҳуқуқий билим, қўникма ва малакага эга бўлиши жамиятда ҳуқуқий маданиятни юксалтиришда муҳим ҳисобланиши каби масалалар баён этилиб, унинг ҳуқуқий жиҳатлари асослаб берилган.
