This article provides a legal analysis of the legal status of the institution of public civil service and its integral part - state civil servants. Scientific and theoretical discussion is conducted separately for each legal institution, and conclusions are drawn based on a comparative legal analysis. The importance of scholarly perspectives in determining domestic and foreign legal norms is explained, and ways to address certain discrepancies in national legislation are proposed.
