This article describes the reasons and conditions for minors committing crimes as part of criminal groups and statistic analyzed. The author has given the concept of a juvenile offender and put forward proposals in this area. The author also submitted proposals for the liberalization of legislation in relation to persons who committed crimes before reaching the minor age.
